The Town Council of Winona Lake, Indiana met in regular session on Tuesday, January 23, 2007 in the Town Hall at 7:00 a.m.   Councilpersons noted as present or absent:

 

COUNCIL PRESENT:            Jeff Carroll, Jerry Clevenger, Dave Delp, Joy Lohse, Rolly Ortega, Retha Hicks

OTHERS PRESENT:            Pete O’Connell, Paul Schmitt, Mitch Titus

 

 

Town Council President Dave Delp called the meeting to order.  He opened in prayer and led the pledge of allegiance.

 

Minutes:

 Joy Lohse made a motion to approve the minutes of the January 9, 2007 Council Meeting.  Jeff Carroll seconded the motion.  The motion passed

 

 Winona Happenings”

            February 10, 10:00 a.m. – 5:00 p.m.Village at Winona Art for the Heart-

Winter Art Fair at Rodeheaver Auditorium, admission of $2 to benefit Lifeline Pregnancy Center

 

Floor Topics:  There were no floor topics.

 

Ordinance 2007-1-2 Street and Sidewalk Cut Permits:

            This ordinance raises the fees for street cut permits.  The current fee is $50.  Pete has recommended that the fee be raised to $1,000 for a street cut permit.  $900 would be refundable when the street is repaired.  If a street has fabric underneath, the fee would be $1,500 with $1,400 refundable.  This ordinance also increases the penalty from $25 to $250.  Jeff Carroll made a motion to consider this ordinance for passage on the first reading.  Rolly Ortega seconded the motion.  The motion passed with a unanimous vote.  Rolly Ortega made a motion to approve the ordinance.  Jeff Carroll seconded the motion.  The motion passed.

 

Revenue Sharing Agreement for Vehicle Collision Reporting System;

            This is an agreement with Holt, Sheets and Associates and the Town.  The state has partnered with this contractor to provide vehicle accident reports online.  The Town electronically submits reports to the state.  Insurance companies or individuals will then request copies online for a fee of $12.  The Town will get $8 for each report sold.  Jerry Clevenger made a motion to approve the agreement.  Rolly Ortega seconded the motion.  The motion passed.

 

 

Transfer of Fire Truck to Wastewater Department:

            One of the fire trucks has been replaced.  The old one was going to be auctioned or bid out.  Tim Goshert felt that the Town could get approximately $1,500 for the truck.  It needs a new clutch for about $700.  Pete has requested that the truck be utilized by the wastewater department.  Equipment and generator could be transported on the truck allowing more work to be done by the street department instead of hiring an outside company to do it.  Jeff Carroll made a motion to transfer the truck from the fire department to the wastewater department.  Jerry Clevenger seconded the motion.  The motion passed.

 

Vacation of Park Avenue:

            Larry Long has not provided the information on this piece of land yet.  No adjoining property owner has requested this vacation, but the Plan Commission has been approached by one of the residents using the parcel for access to the lake.  The Council is not sure that they want to vacate lake front property.  The Council requested that Larry also look at the piece of land on Lakeshore Drive where the boat ramp is located to determine if the town has a right of way before making a decision on this piece.  This issue was tabled.

 

Reports from Supervisors:

            250 East:  Craig is waiting for a right-of-way certification from the state.  The project is scheduled to be bid out this spring.

            Sewer Tap Fees:  Currently the Town charges $200 for sewer tap fees.  Pete stated that most communities charge in the $750 to $1,000 range.  He suggested that the Council consider raising the fees.

            Hometown Matters:  Dave Delp stated that he, Retha, Craig and Jerry Clevenger attended a meeting in Indianapolis last week regarding Hometown Matters.  Retha has been very active on this issue.
