The Town Council of Winona Lake, Indiana met in a
regular session on Tuesday, 26, 2009, in the Town Hall at 7:00 a.m.
COUNCIL MEMBERS PRESENT: Joy Lohse, Sue Gooding, Jim Lancaster, Terry Howie, Randy
Swanson and Retha Hicks
ABSENT:
OTHERS PRESENT: Craig
Allebach, Pete O’Connell, Paul Schmitt and Mitch Titus
Opening
Howie opened the meeting with prayer and the Pledge of
Allegiance.
Approval of minutes – Lancaster motioned to accept minutes, motion was seconded by Swanson. Minutes were approved as written.
· February 3, noon – Brownbag Lunch Conversation with the Counselor at Brethren Missionary Herald Conference Room, 1104A Kings Highway.
· February 4, 6:00 pm – The Heart of Truth Event with First Lady Cheri Daniels at Rodeheaver Auditorium.
Floor Topics: There were no floor topics.
Appointments to Committees
- Appointments
to the Redevelopment Commission are Al Disbro, Denny Daniels and Judy
Mugg. Appointment to the Housing
Authority is Carolyn Shanklin. Lancaster
made a motion to approve these appointments and Gooding seconded the motion.
2009 Accomplishments – Allebach made a power point
presentation to review what was accomplished in 2009 as a pre-cursor to the
work session scheduled for tonight. The
document is attached to these minutes.
Lancaster expressed appreciation to the Town employees for the
presentation.
Jerry
Nelson expressed that it is much more difficult to get to the minutes on the
new website. Allebach responded that he
intended to change this. Schmitt
reported that any forms residents might need from the Police Department are available
on the Police website at www.winonalakepd.com
Reports from Supervisors:
Allebach – The Council will recognize
the Boy Scouts who have achieved the Eagle Badge at a Council meeting and
present certificates or recognition.
Allebach
has also been working on a place to install a drop-off mail box with Village at
Winona and the Post Office. There will
be a box outside the post office and a drive-by box will be installed in the
parking lot south of the post office. We
will gain 3 or 4 parking spaces where the old drop boxes were.
Howie - reported that there was good
attendance for the Martin Luther King Day Celebration.
Hicks – shared with the Council that
we have received our budget approval notice.
Because of the cap on property taxes we are going to see a reduction in property
tax revenue in our General Fund of $435, MVH is $335 and $35 in CCD. We are really not affected. The public hearing for the budget will be
February 28.
Motion
to adjourn was made by Lohse and Gooding seconded. The motion passed.
