The Town Council of Winona Lake, Indiana met in a regular session on Tuesday, April 28, 2009 in the Town Hall at 7:00 a.m.
COUNCIL MEMBERS PRESENT: Sue Gooding, Randy Swanson, Jim Lancaster, Terry Howie and Retha Hicks
ABSENT: Joy Lohse, and Mitch Titus

Opening
Terry Howie requested Jim Lancaster to open the meeting with prayer and the Pledge of Allegiance.
Approval of minutes – Jim Lancaster motioned to accept minutes; motion was seconded by Sue Gooding. Minutes were approved as written.
May 1 to 3 – Fat & Skinny Tire Festival - The festival starts here in the Village on Friday night at 6:00 p.m. Activities start at 8:00 a.m. on Saturday and a race on Sunday.

Floor Topics: Brent Wilcoxson “presented” to the Council the trash he collected in the Village on Park Ave. He wanted to encourage the Council to promote no littering and no polluting in our Town. Liane Schmersahl from Grace College volunteered for Grace Students to do community clean up. Brent wanted to deal with the issue of promoting no littering.
Quotes on Senior Center Floor: Pete O’Connell had two businesses respond to his request for recommendations and quotes to replace the flooring. A suggestion was made by the flooring vendor to place a dehumidifier under the building to avoid further damage by the moisture. Laminate flooring was the recommendation because the floor floats instead of sticking to the subflooring. Sue Gooding asked to be given the history of the situation. Pete O’Connell stated that the flooring was coming up shortly after the building was completed because the moisture under the building was not taken in to consideration. There was carpet on the area outside of the kitchen and renters ruined the carpet so it was replaced with tile. Craig Allebach stated that when the building was remodeled eight years ago that the sub floor and supports were completely rotten and a change order was approved to replace the flooring. Fans were later installed to deal with moisture problems. There has also been settling over the years. Terry Howie asked if we would have any further problem with the floor rippling. Pete O’Connell responded that the laminate is what both the flooring businesses recommended. Retha Hicks reported the quotes as follows: Carpet Depot $6,170.86 and Brouwer’s for $6,718.00. It was felt that the product from Brouwer’s was the better product. Sue Gooding made a motion to approve the quote from Brouwer’s and Randy Swanson seconded the motion. The motion passed unanimously. Pete O’Connell stated the Street Department would remove the existing flooring to save on costs.
Asphalt Bid Opening – Retha Hicks reported that the Town received three bids; Phend and Brown, Brooks Construction Company and Niblock. Quotes are per the attached sheet. Phend and Brown was the only firm bid. Jim Lancaster asked why the bid on material was done since each job is bid out. Retha Hicks responded that since we have the material cost, the town pays for one legal ad instead of an ad for each project. We spec out the project and schedule. Larry Long will be asked to look at the bids before the Council makes a decision. The bids were taken under advisement.
Wightman Petrie Wastewater Proposal: this proposal is to continue the survey services. Randy Swanson asked if approving this indicates that we are going ahead with the project. Terry Howie responded that we were going in that direction. This is still preliminary work and this is needed to make a decision. Retha Hicks relayed that if we are going to continue, we need to proceed as quickly as possible to qualify for SRF Loans which are low interest loans. This is just survey work and PER. Jim Lancaster made a motion to approve the proposal and Sue Gooding seconded the motion. The motion passed unanimously.
Reports from Supervisors:
Paul Schmitt reported that he is cleaning out the Police garage in order to paint the floor.
Craig Allebach is continuing to work on the greenway and working to meet some of the criteria for stimulus money. Sue Gooding asked about signage directing people toward Bibler Park for parking to use the Greenway. Craig will be working with Pete on that. A sign will be posted that there is no parking in the street – people can park in the grassy area. Another sign will be posted that there is additional parking at Bibler Park. The paint lines for the Greenway will be painted to extend the Greenway to the park. Eventually we will obtain a design for parking in the grassy area on Roy Street for a parking lot. We also had a proposal to put additional parking at the end of Boys City Drive across the street from the current parking lot. We might just level that area and put stone in. The Greenway sees a very large amount of traffic on some days. Jim Lancaster asked about street parking on the straight area on Roy Street. Craig felt that it was the best to keep people from parking on the street. He also wants to do some striping on Marjorie Street. We could also do some striping on Roy Street making a bike lane with double yellow line all the way through the curve. Paul Schmitt has emphasized with his department that parking is allowed in the grassy area. Paul Heaton is out patrolling the trails on his bike and Paul Schmitt has been out on the gator. Sue Gooding asked how long it would take to accomplish having the lines painted directing people to Bibler Park. Craig Allebach has a quote that is about a year old for $2,500. Craig thought it could be done within a month. Pete O’Connell said he would do the signs within a week. Craig Allebach shared that someone requested signage that ask people to keep to the right with passing on the left. This person was willing to pay for this signage.
Terry Howie wanted the Police to look at the parking on 13th Street “extended”. He stated that a fire truck could never get through. There use to be a sign for No Parking on side of the street.
Randy Swanson moved that the meeting be adjourned and Sue Gooding seconded.
