The Town Council of Winona Lake, Indiana met in a regular session on Tuesday, May 21, 2019, in the Town Hall at 6:00 p.m.


COUNCIL MEMBERS PRESENT:             Rick Swaim, Dennis Duncan, Heather James, Theila Banta and James Lancaster


ABSENT:                                           Holly Hummitch


OTHERS PRESENT:                         Craig Allebach, Kent Adams, Joe Hawn, Tom Miller, Michael Raymer, Adam Turner, Aaron Carl



Opening – Rick began with a moment of silence in respect of Mitch Titus and his family. Dennis opened the meeting with prayer and The Pledge of Allegiance.


Approval of Minutes - Rick called for additions or corrections to the April 16, 2019 regular session minutes. Motion made by James Lancaster and Theila seconded. Hearing no addition/corrections, the minutes stand approved as presented.


Approval of Claims - Kent presented for approval for April 16, 2019 End of Month claims, in the amount of $70,450.00 and May 21, 2019 claims in the amount of $334,481.24. Motion made by Dennis and Heather seconded. Motion passed.



“Winona Happenings”

·         May 22, 8:00 a.m. to 3:00 p.m. “Come Mulch in Limitless Park” along shoreline.

·         May 27, 9:00 a.m. Memorial Day 5K at the park.

·         May 28, 4:00 p.m. Billy Sunday Sculpture Dedication (behind baseball diamonds at Miller Field).

·         June 1 & 2 Art Fair in the Village at Winona.

·         June 1, 10:00 a.m. Art Fair Chamber Music at Village Pavilion.

·         June 1, 7:00 p.m. “Hymns Across the Ages” Choral & Orchestra Concert at Winona Heritage Room.

·         June 15, 9:00 a.m. “Blackburn Run for Others” at the Trailhouse.

·         June 22, 8:00 a.m. Warsaw Breakfast Optimist Triathlon.

·         June 28, 8:00 p.m. Winona Lake Flotilla.

·         June 29 Winona Lake Great Fourth of July Celebration.

·         June 29, 8:00 p.m. Concert at Tabernacle Park.

·         June 29, 10:00 p.m. Fireworks.



Approval for Dump Trailer

·         Tom received three quotes to purchase a dump trailer. Kerlin Trailers $9,965.00, Circle P Trailer $9,875.00 and Superior Landscape of Warsaw $8,499.00. Tom is recommending purchase of trailer from Superior of Warsaw for $8,499. Dennis made motion to approve the purchase of trailer and Theila seconded. Motion passed.




Report from Town Engineer

·         Working on the Town design standards.

·         Working on Columbia Street extension.

·         Working on several drainage projects.


Report Town Attorney

·         Working on the Town design standards.

·         Working with Plan Commission on rental inspection ordinance.

·         Working with Police Department on standard operating procedures.


Reports from Supervisors

·         Street Dept./Tom Miller - Working on storm sewer projects. Looking at purchasing an additional mower.

·         Police Dept./Joe Hawn – Department has been extremely busy with events.

·         Fire Dept./Mike Raymer, Assistant Fire Chief – Thanked the Town for their support in the loss of our chief.


Reports from Council

·         Theila wanted to Thank everyone for their work on the lake front project.

·         Dennis thanked the Village and KCV bike club for their work on the Fat & Skinny event. Nick said there were 254 volunteers this year.

·         Rick reported that Fred & Karen Rowland are sponsoring the next art piece for the greenway.


Floor Topics

·         Art Gakstatter inquired about the golf course. Craig said there is no public comment at this time.

·         Paul Elliott inquired about Columbia Drive. The extension will provide additional access to Winona Lake.


Meeting was adjourned – Dennis motioned to adjourn.  Meeting was adjourned at 6:26 p.m.
