The Town Council of Winona Lake, Indiana met in a regular session on Tuesday, April 9, 2009 in the Town Hall at 6:00 p.m.

 

COUNCIL MEMBERS PRESENT:      Joy Lohse, Sue Gooding, Jim Lancaster, Terry Howie, Randy Swanson and Retha Hicks

OTHERS PRESENT:                            Craig Allebach, Jim Walmer, Larry Long, Pete O’Connell, Mitch Titus and Paul Schmitt

 

Opening

 

Randy Swanson opened the meeting with prayer and the Pledge of Allegiance.

 

Approval of minutes – Sue Gooding motioned to accept minutes; motion was seconded by Jim Lancaster. Minutes were approved as written.

Floor Topics:  Jerry Nelson requested to have the gravel leveled on alley.  Pete thought the street department would be able to get to it in the next couple of weeks.

 

Permeable Paver presentation – Chuck Taylor gave the presentation with an estimated cost comparison and Larry Long presented the council with a cost comparison for Prestwick Subdivision.

 

Ordinance 2009-6-1; Amending No Parking on 13 Street – It was moved by Jim Lancaster to approve the ordinance on the first reading.  Joy seconded the motion and the motion passed.  Jim Lancaster moved to approve the ordinance and Sue Gooding seconded.  The ordinance was approved.

 

Resolution 2009-6-2 Storm Water Runoff Management – was presented and Sue Gooding moved the resolution to be approved.  Joy Lohse seconded the motion and the resolution passed.

 

Approval to purchase the Lodge Furnishings – The Park Board and the office have reviewed the inventory list and feel the amount requested is fair.  The council received a request for $6,200 but Brent was in the office and stated the 6 appliances were not included in the inventory and would like to request an additional $600 for those.  Sue Gooding moved to approve the purchase of the Lodge furnishings from the Village at Winona for $6,800.  Joy Lohse seconded the motion and the purchase was approved. 

 

Purchase of Fire Department Ladder Truck -   Mitch and a couple others of the firemen went to Kendallville to check the vehicle.  There is a problem with one of the pumps but Mitch thought it would cost around $500 – 1,000 to repair.  The truck has not been driven for two years so it has not been certified during that time but Mitch didn’t think it would be a problem.  Mitch thought the truck service life would be 6 – 10 years.  The present truck will be sold.  Sue Gooding made a motion to approve the purchase of a ladder truck and Randy Swanson seconded the motion and the motion passed.  Mitch received a quote for roof spray of aluminum fiber coating for $6,000 to repair the roof on the Fire Department’s building.  Joy asked for a couple more quotes before the council will make a decision.

 

Reports from Supervisors:

 

Craig – has the Stonehenge easement agreements ready to be signed and will set a date to meet with all the residents of Stonehenge, Stonehenge management and the Home Owners Association.  The responsibility of the pump issue still needs to be discussed and determined.

 

Paul – the dogs are gone from Boys City Drive and preparations are ready for the triathlon.

 

Retha – thanked the department supervisors and employees for their cooperation when issues emerge.  They are not concerned if the issue is within their job description.  They just cooperatively work on the solution to the problem or task.  Retha appreciates their cooperation and commitment to the town.  Their attitude creates a pleasant working environment.

 

Sue Gooding thanked the police for working through the dog issue on Boys City Drive and Pete for the grass that was planted near Stone Camp.

 

Randy asked the council about Dave Shroeder’s question on storm drainage at Country Garden Estates.  Larry Long and Jim Walmer responded that they thought the issue was worked through at the meeting in Jim’s office last week.  It is not the town’s responsibility because it is not caused by the storm water from the roads.  It is a private matter concerning a private drain.  Randy stated that Dave had sent another email to Sue Gooding.  They will send the email to Larry and Jim.

 

Joy Lohse made a motion to adjourn the meeting and Jim Lancaster seconded the motion.  The meeting was adjourned
