The Town Council of Winona Lake, Indiana met in a regular session on Tuesday, July 10, 2007 in the Town Hall at 6:00 p.m.   Councilpersons noted as present or absent:

Town Council President Dave Delp called the meeting to order.  He opened in prayer and led the pledge of allegiance. 

 

Minutes:

 Joy Lohse made a motion to approve the minutes of the June 26, 2007 Council Meeting.  Jeff Carroll seconded the motion.  The motion passed.

Ordinance 2007-6-1 establishing one-Way Street:

            This ordinance has been discussed at the last couple of meetings.  Craig has gotten some feedback from residents in the proposed one-way street areas.  Based on that feedback, this ordinance has been revised to make Lakeshore Drive to Hamilton and Hamilton to Stone Camp a one-way street.  The street is very narrow in this area, especially for school buses and garbage trucks.  Jerry Clevenger made a motion to approve this ordinance.  Jeff Carroll seconded the motion.  The motion passed.

 

Approval to Improve Seawall in Winona Lake Park: 

            The area of the seawall at the south end of the beach, near the Lodge and the cottages, is in bad shape and the area is eroding.  A permit was issued by the DNR for repairs and improvements along the canal seawall which also included this area.  The permit will expire on August 10, 2007.  The street department can remove the debris from the old seawall and replace it with glacier stone.  Jeff Carroll made a motion for the repairs to be made by the street department.  Rolly Ortega seconded the motion.  The motion passed.

 

Floor Topics:

            Billy Sunday Day:  Brent Wilcoxson stated that Bill Firstenberger has been doing much work to film a documentary on the life of Billy Sunday.  Several PBS stations have committed to airing the documentary.  Some of the filming will take place during Billy Sunday Day on August 4th.  Crowd participation for this event is needed.  White shirts and dark pants would be suitable attire.

 

 

Report from Town Engineer:

            Larry Long has completed the storm drainage design on Wooster Road by the Beeson home.  Jim Walmer drew up the deed and Craig will take it to the courthouse to be recorded.  The contractor is ready to start on the storm drain this week.

            Larry has completed the soil borings in the Prestwick area of Stonehenge.  He knows what the design should look like.  Larry asked for direction from the council on the budget for the project.  He is estimating the total cost of the project to be approximately $1.6 million.  There are 1.2 miles of streets in this subdivision.  Retha would like to do a financial study to assist the council in preparation for their decision at the next meeting.  The project will include curbs, gutters, and asphalt streets. 

 

Report from Town Attorney: 

            Along with the easement paperwork on Wooster Road, Jim Walmer has worked on some ordinance violations during the past month. 

 

Reports from Supervisors:

            Park Restrooms:  The Park Board has been looking into renovating the park restrooms.  They need attention and are getting much more use with the opening of the Greenway.  A family restroom will be added.  Jerry Clevenger made a motion for the park board to proceed with the project at a cost not to exceed $15,000.  The Park has $4,000 for capital projects and the town will subsidize the remaining.  Jeff Carroll seconded the motion.  The motion passed. 

            250 East:  Craig stated that a pre-construction meeting for the 250 East project is scheduled for next Wednesday.  Construction will begin shortly.

            Police Department:  Paul Schmitt reported that Mike Foster is scheduled to attend the police academy from January 21 to April 2, 2008.

            July 4th Celebration:  Rolly Ortega stated that the celebration went very well.  Thanks go to Mark and Jan Illingworth for all of their hard work.  The Illingworth’s have stated their intention to resign their position, so a new chairman for this committee is needed.  Jerry McCoy, a local photographer, provided a beautiful photograph of the wooded area of the new “Heritage Trail” greenway for the annual July 4th poster this year.  It is for sale for $10.00 per print. 

            Dave Delp mentioned that some people near the Boathouse Restaurant and the old hotel were not able to see the fireworks.  The anchors did not hold on one of the barges, and that barge drifted several hundred feet. 

            Lake:  Joy Lohse received a call from her neighbor that there were 47 dead turtles in the lake near the shore.  The health department and the DNR investigated.  Tri-Lakes Fisheries were conducting a study in the lake and had placed nets in the water.  The turtles got caught up in the nets.

            Greenway Art:  Retha stated that the artists providing sculptures for the Greenway are in the process of signing contracts.  The final drawings are due by July 16th.  One of the artists is planning to install a sculpture at site 6 on August 4th.  Retha thanked the Greenway Art Committee, and especially Jennifer Ortega for all their hard work.
