The Town Council of Winona Lake, Indiana met in a regular session on Tuesday, November 13, 2007 in the Town Hall at 6:00 p.m.   Councilpersons noted as present or absent:

OTHERS PRESENT:            Craig Allebach, Pete O’Connell, Mitch Titus, Larry Long, Jim Walmer

 

Town Council President Dave Delp called the meeting to order.  He opened in prayer and led the pledge of allegiance. 

 

Minutes:

 Jeff Carroll made a motion to approve the minutes of the October 23, 2007 Council Meeting.   Jerry Clevenger seconded the motion.  The motion passed.

 

 Winona Happenings”

            November 10 to 14 – Festival of Trees at Rodeheaver

            December 1 – Holiday Festival in the Village at Winona

 

Floor Topics:

            Administration Blvd. Paving:  Jerry Nelson asked about the paving of Administration Blvd.  That is one of the streets that Phend & Brown just finished resurfacing for the Town.  A private driveway was also paved and Mr. Nelson was concerned that the Town had paid for that.  Craig stated that the Town had nothing to do with the paving of the driveway and did not pay for it.  The homeowner contracted with Phend & Brown to do the job while they were already in the area.

 

Ordinance 2007-11-1 Adopting of Charges for Garbage Disposal: 

            This is the first reading of an ordinance that establishes a fee of $5.00 per month for each residential unit in the Town Of Winona Lake for trash services.  It will take effect on January 1, 2008.  The Town is now paying an additional $80,000 for trash removal and this fee is needed to cover that expense.  There will be a public hearing for this ordinance at the next council meeting and then it will be voted on.

 

Approval for Western Drive Street Project: 

            Phend & Brown made a mistake and prepared the wrong section of Western Drive for resurfacing.  The Council negotiated a reduced price of $7,375.80 for Phend & Brown to go ahead and finish the resurfacing of that portion of the street.  Jeff Carroll made a motion to approve the additional work on Western Drive.  Rolly Ortega seconded the motion.  The motion passed.


 

Acceptance of Hawthorne Court:

            This street has not yet been accepted from the developer into the Town because the street was not up to the Town’s standards.  The Town and the developer have been discussing the issue for a couple of years.  Last summer the developer agreed to make the necessary repairs to the street and to seal it.  It has now been completed.  Pete, Larry Long and Craig have looked at the street and have found it satisfactory.  Rolly Ortega made a motion to accept the street into the Town.  Jerry Clevenger seconded the motion.  The motion passed. 

 

Resolution 2007-11-2 Hiring an Activity Director:

            Shannon Doppelt has resigned her position as the Senior Center Director and the Parks Activity Director because she is moving out of the state.  Interviews were held this week and it is recommended that Holly Hummitch be hired for the position.  She worked for the park department this past summer.  Joy Lohse made a motion to hire Holly Hummitch.  Jeff Carroll seconded the motion.  The motion passed.

 

Report from Town Engineer:

            Larry Long presented a preliminary report on the Muirfield Streets in Stonehenge.  They are not as bad as the Prestwick Streets, primarily because the soil is better.  There is no muck under those streets.  The concrete pad is broken up in a few places and there are some surface irregularities but the streets do not need to be completely replaced.  Drainage should be improved in the area.  There are no curbs and gutters in the area but there are side ditches and additional ditches are needed.  Larry’s recommendation is to make repairs of the streets and gave an approximate price range.  Dave Delp stated that now the Council will need to make a decision about what to do. 

 

Report from Town Attorney:

            Jim Walmer has been busy reviewing a contract.

 

Reports From Supervisors;

            250 East:  The project is moving along.  The road will probably be opened up by Thanksgiving.  Phend & Brown will be back in the spring to continue the work.  There may be one day closings during the winter for work on the railroad.

            Leaf Pick-Up:  The leaf machines have broken down and had to be repaired.  They are now working and leaf pick-up is going well.  It will continue as long as necessary.

            Grant Application:  Craig received a notice from INDOT that the Town did not receive a grant for a new phase of the Greenway near Lakeland Christian Academy.  He will apply again next year.
