The Plan Commission of Winona Lake, Indiana met Tuesday, March 13, 2007, in the Town Hall at 4:30 p.m.  Noted as present:

 

Members:                     Craig Allebach, Rolly Ortega, Mike Grill and Mark Workman

 

Others:                         Dick Leaf, Town Building Commissioner

 

Mark Workman, Plan Commission Vice-President, opened the meeting.  The minutes for January were accepted.

 

Fees Added to Building Code - Dick presented a schedule of fees that he would like to see added/updated to the current fee structure in the building code.  The fees were all accepted as per the attached schedule.  The only change was that the commission felt that the Public Sidewalk Fee ought to be at no cost.  However, there would still need to be a permit.  This was because they wanted to make sure that the sidewalk was built to specifications but no fee because they were making improvements for the public.

 

Fence Permit – Dick presented a draft of a Fence Permit.  This was also accepted with the change that the fence would not exceed eight (8) feet instead of the six (6) feet. 

 

Accessory Structures – Dick presented revisions on accessory structures and the commission accepted the changes.  They also agreed to limit accessory buildings to two (one detached garage and one accessory building) and no accessory building in the front yard.  The property owner has the availability to go to the BZA to ask for a variance if needed.

 

Time frame for new house construction – Currently, the permit is for 1 ½ years and can be renewed.  The committee requested the renewal be for a term of 6 months and at that time everything has to be completed (an occupancy permit issued).  Craig was going to speak to Jim Walmer about what the process would be after the extension was provided and things still were not done.
