Commission of Winona Lake, Indiana met Tuesday, April 10, 2007
in the Town Hall at 4:30 p.m. Noted as
present:
Members: Mike Grill, Craig Allebach, Jeff Carroll, Dave Turner, Lynette Dick, and Rolly Ortega
Others: Dick Leaf, Town Building Commissioner and Retha Hicks as secretary
Mike Grill,
Plan Commission President, opened the meeting.
The minutes for March were accepted.
1505 Park Avenue – Russ Parrott the owner of the property requested to split 1505 Park Avenue
into 2 lots. The Town’s street (Grace Avenue and a
portion of Oak Avenue)
runs through his property and the current plot is 3 separate lots. He will give the town deeded easement of Grace Avenue. Before he splits the property into 2 lots,
there will be several variances that he will petition the Board of Zoning
Appeals. There is a garage for the
current residence and the new home will have room for a garage. The four variances will be: a set back for the side; size of the lots;
percentage of structure coverage on a lot; and 49’ on the front set back and we
require 90’. There are three variances
for Lot #2:
square footage of the lot; garage setback; and front setback. A commissioner asked if Larry Long had
addressed the storm drainage. No, not
yet. Sewer hook up will be on Park Avenue. The
Town’s sub-division ordinance has certain requirements for splitting a lot into
two but Craig thought in this case it would be overkill. Craig moved that Mr. Parrott complete the
deed work and appear before the BZA; Jeff Carroll seconded the motion.
Garage or Accessory Building
– There was a question
on whether the town should get a restrictive covenant or a statement that the property
would not be sold separately from the main residence.
Fence Permit – Mike Grill stated that he spoke with
a gentleman that installed fences. This
contractor recommended the height to be 6’.
Dick would like the wording of the fence regulations to state that the
permit would need to be approved by the BZA if the resident has a problem with
his ruling. Don’t use the term privacy
fence but use the term outside room.
Dick has a problem with a 6’ fence beside a house. Jeff recommended the aforementioned changes;
Rolly seconded.
The
