The Plan Commission of Winona Lake, Indiana met Tuesday, August 14, 2007 in the Town Hall at 4:30 p.m.  Noted as present:

Mike Grill, Plan Commission President, opened the meeting.  The minutes for April were accepted.

 

1300 Court Street –  Bob and Karol Piecuch requested current lots located at 1300 Court St. be divided into two parcels.  Lot 15, 16, 17, and 18 would be one parcel.  The other parcel would consist of lots 162,163, and half of lot 164 for a total of 11,300 square feet.  The variance has been approved by the Board of Zoning Appeals subject to approval by the Plan Commission.  One concern is the snow and leaf pick-up on Court Street.  This is a dead end street.  Pete didn’t think there would be a problem.  The employees plow down to the end of the street and back out currently and they would continue to do it.  Larry Long stated it is not an official public street.  His recommendation was to approve the request with the stipulation that the parcels will be one lot and will not be further subdivided.  Jeff Carroll made the motion to follow Larry’s recommendation.  Dave Turner seconded the motion.  The motion passed.

 

Bibler Subdivision – Bill Bibler, Jr. presented a preliminary subdivision plat for 27 acres of property that is 500 feet east of the Greenway where it ends on Roy Street.  The boundary on the west is Keefer Evans ditch.  The Boys Club property is the north boundary.  The east boundary is 600 feet west of Autumn Hills.  All three sides of the property are owned by Dane Miller.  The new subdivision will have 30 lots with sizes varying from one half acre to one and a half acres.  Eight of the lots will have villas built on them.  The lots are in excess of 12,000 square feet.  The houses will be at least 2,000 square feet. The new street into the subdivision will line up with Faunn Street.  An island at the entrance will separate the lanes into the subdivision. 

            A ravine runs through the middle of the property.  It drains the Autumn Hills area.  Culverts will be installed to keep the drainage flowing.  There will be four different ponds for water retention for storm drainage.  A surface storm swell will take the water to outlot B. 

            This is not a good area for septic systems.  A low pressure sewer system will be built and each house will have its own pumping station.  The main pipe line is out along the side of the street.  It will be a four inch line and will run to the Stone Camp pumping station.  The sewer force main will be dedicated to the Town after completion.  The Department of Environmental Management will need to approve the system, as well as Warsaw and Winona Lake.  Dane Miller will provide an easement for the sewer which will be bored under the Greenway. 

            An erosion control plan is in place to make sure silt and settlement construction does not leave the site.  Setbacks will be 35 feet on the north lots and 25 feet on the villas.  There are no plans for sidewalks.  Street lighting has not been addressed, but will be.  A plan for decorative lights and traffic signage is needed from the developer.  The town’s subdivision ordinance states the required distance between streetlights.  A 50 foot right-of-way for streets and a 15 foot utility right-of-way on each side of the street are provided in the subdivision specs.  Permanent markers will be placed for the sewer tap.  Restricted covenants will be developed.  Most of the trees will be maintained in the subdivision.
